  1. This suggestion was first made to the Governor of West Virginia, following the loss of eleven lies in that disaster, last year.

    Permit requirements include a provision for insertion of a drilled in casing, such as a water well casing (size to accommodate equipment to be determined at some future date) in the area to be mined, not to exceed 500’ in separation and at the end of each mined tunnel. Such drilling and casing placement, with the exception of those placed at tunnel ends are to be completed prior to commencement of mining operation for the first 2000’, or first four such casings placement. As mining continues and passes a previously installed casing, work on another casing should begin. This rule should be strictly enforced with a penalty of such magnitude as to dissuade any notion of noncompliance.

    The above is an excerpt from that letter. If such procedure were put in place, relatives as well as mine officials would know within only a few minutes if there were survivors of a collapse or fire. The agony of not knowing would be removed and the rescue could, if there were survivors, be made at a much safer pace.
